Senkt aktive Jobsuche die Arbeitslosigkeit?

Abstract

"Unemployed worker increase their individual transition rates by active job search. But to conclude from this that active search will reduce aggregate unemployment is to commit a "fallacy of composition". Unemployed workers are heterogeneous and the type specific transition rates react quite differently to the number of active searchers of competing types and to the number of vacancies. Our model shows that labor market policies like search rules or re-employment bonuses which shall increase the number of job seekers often cause in heterogeneous unemployment pools quite unexpectedly a raise in the aggregate unemployment rate."
