Aggregate impact analysis
Abstract
"In this chapter we discuss the aggregate impact of active labour market policies (ALMPs), that is, the effects not on particular individuals but on aggregate economic variables - in particular, employment and unemployment. We start by considering the mechanisms through which these types of policy can have aggregate effects and argue that any such analysis must, implicitly or explicitly, be based on some general equilibrium or macroeconomic model of the labour market. The first section of the chapter then continues within them. We then turn to the evaluation of the aggregate effects of policy intervention.
