The regional distribution of budgetary funds for active labour market policy : policy advice by the IAB for the purpose of allocating resources for employment schemes
Abstract
"Since the employment promotion reform law came into force at the beginning of 1998, the resources for active labour market policy - e.g. training measures and job creation schemes - have been paid from a common budget, the so-called integration title. For the distribution of budgetary funds amounting to approx. DM 25 billion among the regions of the Federal Republic of Germany a formula was sought which was to be based essentially on a labour market indicator. A proposal for the method of distribution (including the indicator) was developed at the IAB in collaboration with the specialist departments of the Federal Employment Services. The criteria for the development were: efficiency of the use of the resources, the most exact possible consideration of the legal guidelines of the Social Code, transparency of the procedure, openness for necessary policy decisions, scientific correctness in implementation. Here the procedure used in constructing the indicator is explained and the distribution result is set out. It was finally passed by the board of directors and the supervisory board of the Federal Employment Services and contains the necessary policy weightings. The history of the implementation of the instrument for the distribution of resources, which has considerable effects on regional policy and economic policy, is also dealt with briefly."
