Evaluation of the nationwide utilisation of benefits for education and participation : second intermediate report July 2015

Abstract

"Since 2011, benefits for education and participation are intended to meet the special needs of children, young persons and young adults from families with low incomes, facilitating their access to learning options and to social and cultural activities. In 2013, the Federal Ministry of Labour and Social Affairs (BMAS) started up a multi-dimensional research scheme to evaluate how these benefits were being utilized and how they were being implemented by the local authorities: Is the intention of the law being fulfilled? Are the benefits reaching those entitled to them? And which factors influence this? The overall research scheme consists of three independent sub-projects: a qualitative implementation study led by the Soziologisches Forschungsinstitut Göttingen (SOFI, Sociological Research Institute Göttingen), a longitudinal survey of those entitled to benefits and of the resident population by the Institute for Employment Research (IAB) as well as the measurement of the effort of compliance by the Federal Statistical Office (StBA). Along with Federal and Federal State ministries, an accompanying project advisory body also consists of the National Association of Main Community Associations (kommunale Spitzenverbände), the Federal Employment Agency and the German Association of Public and Private Welfare (Deutscher Verein für öffentliche und private Fürsorge) (in the function of experts). This is the second joint report of the three sub-projects. Where the implementation analysis and the longitudinal survey are concerned, it is a case of an intermediate report from ongoing work; the final report is expected in April 2016. The Federal Statistical Office has completed its sub-project and is documenting in this report its results on the time and costs of compliance in implementing the education and participation benefits."
