Scientific accompaniment and evaluation of the programme "Development of a social labour market as a model 'Passive-Aktive-Tradeoff' (PAT)" : provisional final report

Abstract

"Within the framework of the Federal State Programme 'Good and secure work', the government of the State of Baden-Württemberg is promoting the socio-pedagogically accompanied employment subject to social security contributions of long-term benefit recipients capable of work (langzeitarbeitslose erwerbsfähige Leistungsberechtigten, eLb) who have multiple barriers to placement. It is doing this through the measure 'social labour market/passive-active tradeoff (PAT)'. The direct goal of this support is to employ people with multiple barriers to placement, who have been unemployed for a long time and who have as a rule already been receiving benefits for 36 months, over a period of up to two years in a job subject to social security contributions.<br> The ISG (Institut für Sozialforschung und Gesellschaftspolitik - Institute for Social Research and Social Policy) in cooperation with the Regional Research Network of the Institute for Employment Research, Baden-Württemberg Office (IAB-Baden-Württemberg) was mandated with the scientific accompaniment and evaluation of the programme. Now that the project has been running for two years, both the phase of their own survey and case study interviews as well as the evaluations of these have been completed. The remarks made on these components of the accompanying research in the current report can therefore be seen as conclusive. Moreover, the results from modules that have already been completed, in particular the online surveys of the participating towns/communities and job centres, have been integrated into the final report to give a comprehensive overview of the current results. On the other hand, the econometric analyses on the causal effects of the PAT measures are being continued: here only initial results can be offered because of the restrictions in the availability of data.
