Abstract

"An explicit formulation of the quantifiable goals and an estimation of the reform effect of various approaches to securing skilled workers are not, however, yet available. The aim of this chapter is therefore a systematisation of policy to secure skilled workers and a quantification of the effects of various reform paths on the supply of labour. To do this, the first step is the establishment of a reference system on securing skilled labour with possible options for action which will then be condensed into various scenarios (Section 1.2). On the basis of this, policy measures for the securing of skilled labour will be discussed for the three scenarios according to various fields of action (Section 1.3). Building on this, and in close cooperation with the Research Centre Generation Contracts (Generationenverträge) of the University of Freiburg, the three scenarios will be translated into a projection of economically active persons and volumes of work and the effects connected with individual reform scenarios which secure skilled workers estimated in relationship to the future labour supply (Section 1.4), in the course of which however it is not possible to differentiate various levels of qualification.
