Abstract

"Since the introduction of the unemployment benefit II system (UB II) in January 2005, the number of recipients has a permanently high level. This leads to the impression of a rigid share of UB II recipients, which fail to achieve the socio-cultural subsistence level without social benefits. It seems that for those recipients the promises of promoting employment by labour market programs and thus facilitating an exit out of the UB-II-system have not been kept. This article sheds light on the 'rigidities' of the UB II system as well as on the dynamic processes which are less noticed so far. Beside the incidence of UB II recipients the individual duration of the UB II receipt and recipients' labour market activities are particularly important. A large proportion of beneficiaries receive UB II for a long period. Furthermore on the individual level UB-II-receipt is not a byword for unemployment. Many recipients change their individual status between unemployment and employment without ending UB II receipt, which is defined by the needs of the household." (Author's abstract, IAB-Doku) ((en))
