Further and continued training as a strategy to cover requirements for qualified labour

Abstract

"The subject of the analysis in this chapter is exclusively further occupational training which can be of an in-house or non-in-house nature. In addition, these studies are limited to formal further training. Further training in the form of informal learning - especially at the workplace - cannot be taken into account in this collection, despite its growing importance, because of the difficulty of recording it empirically. Using the IAB Establishment Panel, the first section analyses further occupational training activities which are subsidised by the employing establishment by way of leave of absence and/or through taking over costs. No differentiation is made here as to whether the measure takes place and are organised within or outside the establishment. In the second section, external providers offering further training on the open market are examined; here the analysis is limited to providers that (also) offer further occupational training. In this way, providers that only offer general adult education are not included. Here, further training can take place both in-house at the establishment of the customer or also on the premises of the provider. Together the two sections and/or data sources of this chapter, respectively, cover further training activities in Germany. They offer two different angles on an aspect which is increasingly being given more significance within the framework of the concept of 'lifelong learning' and with a view to meeting requirements for qualified labour."
