Between bridging the gap and permanence : benefit receipt and sequences of gainful employment of young people receiving means-tested unemployment benefit (ALG II)

Abstract

"A considerable number of young adults are dependent upon the basic income support of means-tested unemployment benefit (Arbeitslosengeld/ALG II). According to statistics of the Federal Employment Agency, in 2005 roughly one million 15- to under 25-year-old benefit recipients capable of work were registered; at the end of the year 2013 there were still more than 700,000 despite the improved situation on the labour market. This is where the catchphase 'once a recipient - always a recipient' has considerably characterised political and public discussions of the matter. Having said that, we do not yet have empirical findings on the work history of young adults, as soon as they have once received benefits. It is therefore the aim of this paper to show how the benefit receipt and work experience of young persons receiving means-tested unemployment benefit (male and female) develop."
