Macro-economic effects of the active labour market policy in Austria 2001-2007

Abstract

"The aim of the study is to investigate the effects of the active labour market policy in Austria on macro-economic values. Compared with the evaluation studies on a micro-level, the focus is not on the effects of a particular measure on participants but rather on all employed people or people seeking employment. According to the theory presented by Calmfors (1994), the active labour market policy has an abundance of different effects on the different macro-economic values. The present study involved analysing 3 economic output values: the transition of job-seekers into non-subsidised salaried employment, the jobseeker quota and participant quota. The time context of the employment market linked to the labour market policy measures was also analysed. In order to identify any interesting causal effects of the active labour market policy on these target values, linear regression models were applied. Panel data with aggregated regional data formed the basis for these estimates. All estimates relate to the 86 regional offices in Austria. The time dimensions involve quarterly data for the period of 2004-2007 and in the case of transitions of job-seekers in employment from 2001-2007. The categories of measure under investigation included active jobseeking, work training, orientation, further and continued education, course costs, non-profit employment projects and social economic enterprises, settling-in allowances and apprenticeship subsidies. The estimation results for the 3 target indicators and the results of the VAR model are presented in brief below.
