Employment trends in the Free State of Bavaria 2012 : part II: Representative analyses on the basis of the IAB Establishment Panel 2012
Abstract
"Those responsible for personnel who were asked cite difficulties in the recruitment of qualified personnel as the most frequent personnel problem of the next two years and one with a strongly rising tendency (32%; western Germany: 29%). In second place at 17 per cent, and with a strong tendency to drop, is the high burden of wages. Personnel were recruited in 30 per cent of the establishments and offices in Bavaria in the 1st half-year of 2012 (when extrapolated: 379 thousand). This is opposed to 27 per cent of establishments and offices where personnel left (when extrapolated: 305 thousand). In 2012, 41 per cent of all recruitments in the Free State of Bavaria were temporary. 43 per cent of persons with a temporary working contract that was coming to an end were taken on permanently. For the first time since 2002, Bavaria reached an average wage/salary pro full-time equivalent in 2012 equal to the average value for western Germany. The share of establishments without tariff commitments rose in 2012 once again (from 67 to 68%), likewise the share of employees in these establishments (from 40 to 43%). In 7 per cent of Bavarian establishments and offices there was a works or staff council in 2012, in a further 7 per cent another form of representation of the personnel. In 1 per cent of the cases both existed. 28 per cent of establishments and offices in Bavaria reported measures for the protection and promotion of the health of the workforce in 2012 - above all staff interviews and analysis of days off because of illness were mentioned. The average weekly working time in the Free State of Bavaria had dropped slightly from 38.8 hours in the previous year - that is from 2011 to 2012 - to 38.7 hours. 27 per cent of Bavarian establishments had working time accounts in 2012 (previous year: 34%) and these for 50 per cent of all employees working there. At 54 per cent, the share of establishments and offices in Bavaria with investments grew over the last completed business year (2011) for the first time in years, namely by 4 percentage points. For years, the share of women in the Free State of Bavaria who work as acting proprietors/chairpersons/managing directors has only been equivalent to 3 per cent. On the first and - if existent - second management level, the share of women in Bavarian establishments has only risen marginally in comparison to 2004 (and 2008). As in the western part of Germany, it was mainly large-scale establishments and offices and those from the organisation sector without earning characteristics/public administration that reported measures to promote equality of opportunity in 2012 in Bavaria. At 24 per cent, such a measure is most often a taking into account of caring responsibilities in respect to working time. At 8 per cent each, the next place reported is offers from the establishment to keep in touch during parental leave and support with childcare." (Author's abstract, IAB-Doku)
