Abstract

"With this, IAB is presenting its Final Report within the framework of the project 'Microanalytic study of the delimitation and structure of reference groups for the ascertainment of standard needs on the basis of the income and consumption sample 2008'. The research project is part of a report that is to be compiled by BMAS (the Federal Ministry of Labour and Social Affairs) on the further development of methods to be used to ascertain standard needs which has to be presented to the German Federal Parliament by 1 July 2013 (see Section 10, RBEG). The overriding aim of the project is to develop a procedure through which households whose own means are not sufficient to cover the assumed requirements according to Book II of the Social Code (SGB II) and Book XII of the Social Code (SGB XII) respectively and which do not claim these benefits ('the covert poor') can be excluded from the reference group for the ascertainment of standard needs according to SGB II/SGB XII."
