Regional labour markets in the economic crisis
Abstract
"The development of employment liable to social security and of unemployment as well as the application of the employment policy instrument of cyclical short-time work took place quite differently in the regions of Germany as a result of the economic crisis. Particularly economically strong regions, especially in southern Germany and in North Rhine-Westphalia, were affected to an above-average extent by the global collapse of demand due to their concentration on the export-oriented manufacturing industry. The fact that the decline of employment and the increase in unemployment were still quite moderate can be attributed to the increased use of cyclical short-time work in the enterprises. While it is applied only to a limited extent in northern and eastern Germany, short-time work affects a considerably larger share of firms and employees in southern German cities and municipalities."
