Analysis of the effects of the labour market policy measure GINCO - comprehensive integration coaching - model Final Report

Abstract

The subject of the evaluation is the labour policy measure "Comprehensive Integration Coaching Model GINCO", whose effectivity and cost effectiveness were examined. This measure is primarily aimed at young people with a migration background who are to be helped to make the transition into the regular labour market by means of coaching undertaken on behalf of the Federal Employment Agency (BA). The study succeeded in integrating the perspectives of all actors involved. What was examined were improvements in competency as well as changes in self-assessment and maturity of choice of occupation on the part of the young people as a result of the coaching. Three months after the measure had been completed, 25 per cent of the young people had been integrated into training or work. "Socio-demographic characteristics such as gender, migration background, type of school, or vocational experience did not show any relationship to placement in education or work. The existence of a lower secondary school leaving certificate seemed to plausibly correspond positively to integration three months after GINCO. According to the coaches, this qualification was a key prerequisite for integration. Participation in the measure for its full duration also had a positive effect on the success of integration - young people who joined at a later date were only integrated into the labour market to a lesser extent." Overall, the study came to positive conclusions. Independently of the degree of success of integration, the young people saw the measure as positive. (IAB2)
