Working Poor: Arm oder bedürftig?

Abstract

"Measuring poverty depends on a number of assumptions that influence extent and structure of the population in poverty. The results depend on the choice of a database, of equivalence scales, the definition of the reference mean income as well as the agreement on poverty thresholds. The introduction of the new jobseeker subsistence system (Social Code Book II) entailed a detailed statistical reporting system that covers timely and more extensively the development of poverty. The article compares poverty thresholds according to the indicators of the European Union and compares them to the net income of households in the jobseeker subsistence system. It then presents a concept how to make use of administrative data from the programme for research on working poor from a dynamic perspective. The article presents results of a duration analysis for the spells of employment with additional benefits in the years 2005 to 2008. The results show a high turnover of working poor. The probability to leave the subsistence system crucially depends on the extent of employment." (Author's abstract, IAB-Doku) ((en))
