Open ended, state-subsidized employment: A novelty in the sphere of activating labour market policies : first results from an implementation study of the § 16e SGB II

Abstract

"The introduction of section 16e in the Social Security Code II, or Sozialgesetzbuch II (SGB II), represents a novelty in German labour market politics: it enables an open-ended wage subsidy of 50 to 75 per cent of wage costs to be paid for the employment of long-term unemployed persons with particularly poor labourmarket prospects. This article examines the underlying law in the light of the activation discourse in order to develop an analytical framework for understanding its implementation by regional employment agencies. The core element of the empirical analysis consists of a typology of fundamentally varying implementation strategies that are mainly due to different interpretations at the executive level of the regional employment agencies."
