One-Euro-Jobs: Does the treatment dose matter?
Abstract
"Since 2005 a large scale workfare programme, so-called One-Euro-Jobs, targets unemployed welfare recipients in Germany. It should be directed at welfare recipients with very low job finding perspectives. We analysed for welfare recipients who participated in One-Euro-Jobs in early 2005 whether the programme is well-targeted and effective in the sense of raising employment prospects. In fact, One-Euro-Jobs are not targeted at welfare recipients with particular low job finding prospects. Our net impact analysis shows that in the longer term the participation improves employment prospects of most groups of participants. A longer planned participation implies larger short-term lock-in effects but after completing participation also tends to improve more strongly the employment prospects of West German participants than short participations."
