Research Report on Temporary Employment : Final Report, May 29th 2009

Abstract

"The Institute for Employment Research of the Federal Employment Agency (IAB), on behalf of the Federal Ministry of Labour and Social Affairs, has conducted a research project on the subject of temporary employment (labour leasing) via employment agencies. The initial point of the project was a mandate of the Federal Cabinet from the Cabinet Meeting in Meseberg (2007) to the former Federal Minister of Labour to examine the development of temporary work. The results of the project reveal that temporary employment of personnel is a way of increasing employment flexibility that has gained importance in recent years. Results also show that a majority of temporary workers had been unemployed right before their temporary engagement. Other than that, the research project does not provide indications of a systematic crowding-out of regular employees by temporary staff. The project's findings have been incorporated in the Eleventh Report of the Federal Government on the implementation of the Law on Temporary Employment." (Author's abstract, IAB-Doku)
