Does temporaty agency work serve as bridge into employment for the long-term unemployed?

Abstract

"Applying propensity score matching, this article measures the extent to which temporary agency work can serve as bridge or springboard toward stable, regular employment for long-term unemployed women and men. An important aspect concerns the impact of the economic crisis an the employment chances of formerly unemployed persons. Although the effects are small, the findings confirm that temporary agency work created a springboard to permanent jobs prior to the crisis. With the beginning of the crisis, a reduction in the overall employment chances can be observed. This is especially true for men. Consequently, barely significant treatment effects, which indicate that the stepping stone effect is very limited in times of economic downturn, are measured." (Author's abstract, IAB-Doku) ((en))
