The State Level: Hesse - the Education System and the Labour Market for Migrants
Abstract
"The situation on the vocational training and labour market in the federal state of Hesse has improved over the last years. Yet, not all groups of the population benefit equally from these improvements. People with a migration background have, on average, worse educational and vocational qualifications, worse employment chances and a higher risk of poverty than people without a migration background. Still, not all migrants have the same integration difficulties, certain nationalities have higher qualifications and participate more in the labour market than Germans. Presumably, it is a mixture of migration-specific, qualification-related, gender-related and social problems that constitute obstacles of integration. The integration in education and the labour market are the central element of social participation. In the light of demographic change and the prospective need of skilled labour, a better usage of potentials is without alternatives. The article is structured as follows: Section 1 presents the number and age structure of persons with and without a migration background in Hesse. The analysis of education and qualification of both groups at the stages of secondary school, school leaving certificates, and vocational education form the core of Section 2. Labour market integration serves as a means of subsistence and participation in various social aspects of life. Labour participation - unemployed or employed - and qualification therefore are subject of Section 3. The article is concluded by a comprehensive discussion of the findings."
