Five years Social Code II: An appraisal - The labour market has benefited

Abstract

"New results from the evaluation of Social Code II (often referred to as 'Hartz IV') as conducted by the Institute for Employment Research confirm the basically positive assessment of the reform. The report demonstrates that the underlying activation strategy has significant positive impacts on the German labour market. In particular, the reform has contributed to a decrease in long-time unemployment over the last years and is well suited for unfolding its potential also in times of economic crisis. Some tasks, however, still have to be accomplished. In particular individual counselling and the allocation to labour market schemes ought to be improved." (Author's abstract, IAB-Doku) ((en))
