Unemployment Insurance in the Economic Crisis : Do We Need a Reform of the Reform?

Abstract

"Financial possibilities were crucial for the design of the state coverage for unemployment that has existed for about 90 years. Only with the implementation of the Social Code III (SGB III) in the late 1990s, the functionality of unemployment coverage has moved into the focus of the discussion. With regard to the economic crisis, unemployment insurance again faces a tough challenge. In this context it must be asked if existing regulations can meet prospective challenges. This article approaches the question in various steps. First, the history of unemployment insurance is presented. Afterwards, the level of benefits of the German unemployment insurance is compared to that of other industrial countries." (Author's abstract, IAB-Doku)
