The Financial Crisis and Unemployment Insurance: How Far Should Social Security Reach? : An Expert Comment on Behalf of the Friedrich Ebert Foundation

Abstract

"This article first demonstrates the recession's consequences for the labour market and looming challenges for unemployment insurance. Afterwards, the unmistakable financial problems for this important branch of the social security system are dealt with. An excursus discusses possibilities and limits of one of the potential financial sources, namely a stronger financing of social security in general, and of unemployment insurance in particular, through taxes. Eventually, it is discussed how well unemployment insurance is prepared for the crisis and which reform proposals prove to make sense in the short and medium term. At the core of this, there is none less than the question of how far social security must and may be maintained even in times of crisis." (Author's abstract, IAB-Doku)
