Evaluation results and the choice of statistic twins: One mustn't compare apples and pears

Abstract

"Active labour market policy is aimed at avoiding unemployment and dependency, or at least at shortening their duration. However, whether the funds used to this end have been well applied is a matter on which neither politicians nor professionals tend to agree: Is active employment promotion a 'billion-dollar grave' - as is argued from time to time? Or is it indeed an effective set of instruments with which to reintegrate the unemployed? The answer arrived at can depend on the way the evaluation study is designed - as a recent IAB study shows."
