┐Promotion┐ Taken Literally! Firm-Specific Practical Experience and Case-Related Qualification as a Key to Success for the Long-Term Unemployed

Abstract

"The introduction of the 'laws for modern services in the labour market' marks a turning point in German welfare production from 'active' to 'activating' labour market policy. In the light of this paradigm shift, the article investigates the structures of the policy instrument of remunerated work opportunities, which has been established in the course of the reforms, on the basis of the implementation analysis of the model project 'JobTrainer NRW'. Characteristic for this implementation are, in particular, a multi-stage selection process, a strong practical and job placement orientation, as well as social educational advisory. It is found that the project not only provides considerable chances for integration in the regular labour market, but also presents an example of 'activation' beyond the often criticised conditionalisation and harassment."
