Active labour market policy: Shock absorbers in times of crisis as well
Abstract
"During a recession, the call for active labour market policy is loud. While such policy often helps to bring vacant jobs and those looking for work together better and more quickly, it is not on its own in a position to reduce unemployment. Above all, people who are at a disadvantage in working life and in unemployment have to be supported: they have to bear the brunt of the crisis much more than others and this increases the danger of unemployment becoming perpetuated.
