Early career orientation: Can one justify financing contributions?
Abstract
"Transition from school to working life presents a high hurdle for young persons with under-average school performances. They are having more and more problems finding training opportunities. Basically there is broad social consensus that the success of these young people can only be increased if all actors involved work together. However there is much less consensus on the question of whether the more intensive career advisory services that are already being provided in schools by the Federal Employment Agency are a benefit that should be financed from unemployment insurance contributions."
