Counting the unemployed in international comparison: necessary adjustments or inadmissible tricks?

Abstract

"Unemployment figures are a very sensitive performance indicator of national employment policies. Changes in their counting mode evoke publicly a lot of suspicion as these changes are often considered as mere 'statistical tricks' to palliate unemployment figures.
