Reform of Means-Tested Basic Child Benefits: Possible Effects on Benefit Take-up

Abstract

"The introduction of basic child benefit in 2025 is intended to make poor families financially better off through easier access to monetary benefits resulting in higher benefit take-up. This article examines the possible effects of the new system of basic child benefits on the use of means-tested benefits. A strong poverty-reducing effect through increased take-up of benefits is not to be expected due to the reform, as complex interdependencies with other means-tested benefits available for families will remain after the reform. In principle, planned simplifications of the application processes through digitalization and a new ­entitlement check to reach potential recipients should have a positive effect on take-up. Whether this succeeds and the coordination of benefits for children and their parents becomes easier or even more complex compared to the status quo depends on the implementation and the legal, organizational and technical possibilities."
