Survey during the COVID-19 pandemic. Employees report free riding on short-time work allowances

Abstract

"A survey among employees in Germany by the Institute for Employment Research in the period November 2020 to February 2021 provides evidence of free-riding in the use of short-time work. 21 percent of employees reported that they worked more hours than stated in their short-time work allowances, and 39 percent reported unchanged workload despite being in short-time work."
