Notification or participation : which treatment actually activates job-seekers? An evaluation of short-term training programmes

Abstract

"Short-term training programmes are an instrument of active employment promotion which pursues several goals. The objective of this paper is to evaluate short-term training programmes which test unemployed individuals' availability for employment. The primary aim of these programmes is to review whether a job-seeker is actually available for regular employment or not. When evaluating this kind of short-term training programme, the question is whether this measure of active labour market policy has an effect on leaving unemployment and if so, through which treatment. In this paper, integration effects which result from the notification of a programme are separated from the effects linked to actual participation in the training programme. For the purpose of the study, experimental data is used, containing information on invitations issued and on participants and participation." (Author's abstract, IAB-Doku) ((en))
