Abstract
"The Federal Employment Agency (BA) regularly asks employers for feedback on the services it offers them. In doing so, it exclusively contacts companies and administrations that are clients of the Employers Service. However, in order to organize and scale their offers, the Employers Service also requires information on the companies and administrations that have not yet made use of the services available. What is important here is whether the companies and administrations are interested in the services at all. By using the IAB Job Vacancy Survey of the fourth Quarter of 2010, it has been possible to shine light on the reasons why such services are not taken advantage of.<br> Based on a contact rate of 48 per cent as regards new recruitments, the survey showed that 'no need of advice' and 'no need for help with placing applicants' were given as the main reasons why the services of the employment offices, job centres and joint agencies (ARGEn) were not utilized. The degree to which the BA was contacted increased in relationship to the size of the company or administration concerned and is comparatively high in the eastern part of Germany as well as in the secondary sector. A third of the companies/administrations that still did not have any contact with the employment offices in 2010 were nevertheless interested in making contact.<br> This suggests that proactive customer acquisition efforts and information campaigns could indeed be effective. The aim of precise placement ought to continue to be followed while offers of services and options for use should be presented in a trans-parent and clearly understandable way."
