Industrial relations an personnel policy in the service sector

Abstract

"First of all we analyze differences between personnel policy of the service sector compared and the manufacturing trade taking into account structural factors such as the composition of the establishments and the workforce by matching establishments. Using the IAB Establishment Panel we compare four different aspects of personnel policy: labour turnover, non-regular employment, internal flexibility and wages. Across all areas we find more or less pronounced differences between comparable units of both sectors. Moreover we investigate the influence of collective agreements and works councils on working conditions in the two sectors. Our results show that these institutions have indeed different effects on personnel policy in the two sectors." (Author's abstract, IAB-Doku) ((en))
