Continuation of the accompanying research on entry qualifications (EQ) : on behalf of the Federal Ministry of Labour and Social Affairs (BMAS). 2nd intermediate report
Abstract
The second intermediate report presents the results of actors in the area of implementing entry qualifications ('Einstiegsqualifizierungen') - chambers of commerce, employment offices, basic income support offices, companies. In addition, young people from the first survey wave are asked how their career has progressed. It becomes apparent once more that entry qualifications are being used as a support instrument by very small and small enterprises and increasingly also by medium-sized enterprises. Administrative data from the Federal Employment Agency show that some of the establishments had problems finding participants. The aim is to increase the rate of persons with certificates, as still too few enterprises and participants are applying to the chambers of commerce for certification. The organisation of entry qualification and the way it takes place are seen by companies, chambers of commerce and employment offices and/or basic income support offices as unproblematical. Matching analyses have shown that the probability of being in training at the time of the survey is 12 to 14 per cent higher for those taking part in entry qualification measures than for those taking part in measures accompanying their jobs.
