Final project report for action: Feasibility study regarding the introduction of NACE Rev. 2 in national accounts (concerning hours worked by industry breakdown A*64) for Germany

Abstract

"The measurement of hours worked (AZR) of the Institute for Employment Research (Institut für Arbeitsmarkt- und Berufsforschung - IAB) is a complex calculation concept based on components, which projects the scope and development of the macroeconomic volume of work in detail. The results are among others also included in national accounts (NAS). Therefore, the AZR must be converted to the new classification of economic activities of the European Union (NACE Revision 2). In the course of this revision, the wish was expressed to classify the AZR according to 64 economic activities. The results are currently provided to the Federal Statistical Office (Statistisches Bundesamt - StBa) quarterly, classified according to 17 economic activities, and annually, classified according to 31 economic activities. The AZR comprises a time series for Eastern and Western Germany from 1991 to date.<br> The information for the individual components is obtained from various data sources. These data must be available continuously and regularly not only in the required sectoral depth but also as close to the reporting date as possible. Even with the currently less deep classification, these qualifications are not fulfilled by all data available, but must be allocated to the individual economic activities by means of different procedures and assumptions.<br> The feasibility study will examine whether or not these restrictions give reason to expect plausible results also with a sectoral classification according to 64 economic activities. The AZR's main concern is to show the observation of the development of working hours over time. It is therefore important that it is available as a consistent time series for a longer period of time. This requirement must hence be considered for incoming data."
