Evaluation of measures to create employment according to Section 16d and Section 16e SGB II in Hamburg : Final report
Abstract
"This final report presents the results of a comprehensive evaluation of measures to create jobs in Hamburg which were carried out by the bidding consortium IAB and ISG (Institute for Social Research and Social Policy) over a period starting in September 2010 and finishing in May 2011. The subject of this evaluation was an intensive analysis of the process of allotment; ascertainment of the effects of brief employment opportunities and employment subsidies on the chances that those subsidized have of getting a job; and the overcoming of dependency on benefits; but also the effects in relation to the improvement of social inclusion and employability. At a regional level, "crowding out" effects were taken into account, along with the question of the extent to which measures to create employment can make a contribution to the infrastructure of the neighbourhood."
