Saarland - the exceptional development path of an old industrialized region
Abstract
"In the Saarland - a region in the south-western part of Germany formerly dominated by the coal and steel industries - sectoral restructuring has been underway since the 1960s. Today's regional industrial structure is more diversified, but service industries are still 'underdeveloped'. Employment rose in only two of Germany's federal states: Saarland and Bavaria. The growth of services is below the national average and can only partly explain the increase of employment in this state. Hence, traditional theories of structural change are insufficient to explain this development. This study applies a shift-share regression to analyse the economic and regionspecific determinants of employment growth in the Saarland between 1993 and 2001; it discusses the sustainability of this successful development."
