Abstract

"The appointment of the Hartz-Commission in 2002 was the starting point of the most comprehensive labour market reform in Germany. In view of the persistent unemployment the Hartz-Reform was intended to reduce unemployment significantly. Although it is today much too early to evaluate the impacts of the various measures, the paper will draw some preliminary conclusions. It will be analysed how far the reform addresses the real problems. The paper shows that there is still need for further changes. Nevertheless it can be assumed that probably the recent 'policy of small steps' will be continued." (Author's abstract, IAB-Doku) ((en))
