Abstract
"This article analyzes the organizational implementation of holistic support under Section 16k of Social Code II (SGB II). From a street-level organization perspective, it demonstrates how the general objective of “strengthening employability” is translated into various arrangements within job centers through strategic organizational decisions, routines, and service structures. The data is based on expert interviews in job centers, as well as qualitative case stud-ies of support processes. The findings reveal the variance in the use and design of the support as well as the associated motives and steering-related dilemmas. Overall, Section 16k emerges as a hybrid interface instrument between labor market and social policy for benefit recipients who, due to complex needs, have not been adequately supported by existing standard services."
