Mitbestimmung: Zusammenarbeit mit dem Betriebsrat

Abstract

"Works councils are an important component of operational co-determination in Germany. This report is based on survey data from the LPP derived from the establishment survey 2023 and the employee survey 2024, supplemented by findings from the IAB Establishment Panel. The results indicate a declining trend in the prevalence of works councils, particularly in small establishments and those owned by families. Approximately 60 percent of establishments do not have a works council, where alternative forms of communication between management and employees are often found. In establishments where works councils exist, collaboration is generally rated positively, and they are active in areas such as hiring, working time regulations, and occupational safety.
