The report of the European employment task force
Abstract
"The Report of the European Task Force on 'Employment' was published on 26 November 2003. In spring 2003 the Task Force had been commissioned by the European Council to conduct an independent review of employment challenges facing the European Union in the light of the Lisbon employment targets. After completing the review, the Report of the Task Force now presents practical reform measures and recommendations for both the 'older' and the newer Member States. The Report's publication provides the Federal Ministry of Economics and Labour and the Institute for Employment Research with an occasion to discuss the results of the review for Germany's employment policy. At an international Symposium in Berlin on 8 December 2003, Task Force Chairman Wim Kok outlined the principal results, which were then discussed by a round table. After the discussion, experts from all EU Member Countries addressed in detail the Report's four areas of concentration - adaptability, labour supply, investment in human capital and better governance. After a summary outline of the Task Force's Report, the publication presents the papers, country reports and discussions from the technical part of the Symposium. The work seeks to contribute to further debate on the results of the 'Wim Kok Report' and German employment policy as part of the European Employment Strategy, and to support implementation of the proposals made by the Task Force Report."
