Abstract
"Caseworkers in Jobcentres are intermediaries between citizens and the state. By using their discretion, caseworkers shape how citizens experience social and labour market policies. In this article, we examine how caseworkers’ professional role perceptions affect how they deal with (possible) sanctions in their encounters with clients. We identify bureaucratic, optimising and social work role perceptions and show that these are linked to different patterns of categorising clients and, consequently, with specific sanctioning practices. Empirically, the study draws on interviews with caseworkers in different German Jobcentres and observations of encounters between citizens and caseworkers."
