Effects of Job Subsidies under the Participation Opportunities Act on Participants’ Social Participation: First Findings

Abstract

"In 2019, two new employment subsidies – Eingliederung von Langzeitarbeitslosen (EvL) and Teilhabe am Arbeitsmarkt (TaAM) – were introduced with the goals of not only improving employment opportunities, but also social participation of persons who have been unemployed or receiving welfare benefits for many years. This article presents first findings for programme effects on participants’ subjective social integration and their satisfaction with health, standard of living and quality of life as indicators for social participation. The data draws on the first wave of the panel „Lebensqualität und Teilhabe“, specifically collected for programme evaluation purposes, linked with administrative data. Propensity score matching analysis shows significantly positive effects of both programmes on all four outcomes. Effects are generally greater for TaAM, whose target group is more labour market-distant, than for EvL, and greater for men than for women." (Author's abstract, IAB-Doku, © Duncker & Humblot) ((en))
