Consequences of the Corona Crisis for the Labour Market: Will Long-Term Unemployment Increase?

Abstract

"The corona pandemic posed major challenges for the labour market. In this article, we analyse the development of unemployment during the pandemic period. Despite the higher take-up of short-time work, unemployment rose more sharply in 2020 than during the last recession in 2009, mainly because fewer unemployed people were able to exit unemployment. Unemployed people with different prospects in industry or the service sector were affected. Another special feature of this crisis were the restrictions on labour market policy measures. Taken together, this led to a significant increase in long-term unemployment. The demand for labour has increased again since 2021, but long-term unemployment is still above the pre-crisis level. Additional economic uncertainties have also emerged as a result of the war in Ukraine and the development on the labour market tended to stagnate at the end of 2022.
