Long-term unemployment from the employer’s perspective: Employers‘ reservations against long-term unemployed are slightly lower in economic downturns

Abstract

"During the Covid-19 pandemic, the number of long-term unemployed, i.e. individuals with an unemployment duration of at least one year, has increased for the first time since 2014 in Germany. Long-term unemployed individuals may have particular difficulties in finding a job, if employers interpret the state of being long-term unemployed as a negative signal about applicants’ productivity. Using data from the IAB Job Vacancy Survey, we analyze whether and to what extent employers’ willingness to consider applications from long-term unemployed individuals varies over the business cycle."
