Effects of the Covid-19 pandemic after the first lockdown in 2020: Fewer Take-Overs after Vocational Education and Training
Abstract
"The Covid-19 pandemic affected training establishments in Germany to quite varying degrees. According to the IAB Establishment Panel survey, 44 percent of the training establishments reported that they faced medium strong, strong, or very strong negative economic effects due to the Covid-19 pandemic in 2020. We apply difference-in-differences estimation contrasting trends in training outcomes between establishments more or less strongly affected by the pandemic. We find that the pandemic has not significantly reduced the probability to train at all in 2020. However, economically negatively affected establishments have reduced both current and new trainees from 2019 to 2020 due to the pandemic, relative to unaffected establishments. Moreover, take-overs of current graduates in establishments that were negatively affected economically by the pandemic have decreased significantly from 2019 to 2020 compared to unaffected establishments."
