Different Groups, Different Needs: A Typology of Participants in the New Subsidized Employment Measures
Abstract
"We examine the inflow of participants in two new subsidised employment programmes (§ 16 e/i SGB II) that help long-term welfare recipients to find a job and increase social participation. Using the administrative data of the Federal Employment Agency and Latent Class Analysis, we examine recent inflows into the programmes in an exploratory manner. Our findings indicate considerable participants’ heterogeneity. The resulting typology does not only connect individual biographical and socioeconomic characteristics with sociohistorical processes, but also points to different needs of the various participant groups. While keeping up and improving social integration is a high priority goal for some participant groups, others may benefit from educational and professional training or specific support for women. Our results provide first guidance on how to adjust the programme’s design more specifically to the needs and capabilities of heterogeneous groups of long-term unemployed and welfare benefit recipients."
