Social security for self-employed: Statement of the IAB on the public hearing in the Committee for Labour and Social Affairs of the German Bundestag on 19 April 2021

Abstract

"On 19 April 2021, the Committee for Labour and Social Affairs of the German Bundestag held a public hearing for three motions submitted by FDP, DIE LINKE and ALLIANCE 90/THE GREENS with the aim of improving social security for the self-employed. The COVID-19 pandemic highlighted the need to take action in this regard. The statement discusses the proposals on the various aspects of unemployment insurance for self-employed individuals (benefits, contributions, eligibility criteria, voluntary/compulsory insurance, application deadlines, the participation of principals in the case of platform work; ascertaining self-employed status). Furthermore, other criteria are deemed to be relevant when reconstituting unemployment insurance for self-employed individuals, such as the question of their availability on the labour market, regulations pertaining to frequent benefits claims, the definition of unemployment, combinations of various activities, access to further professional training services and dealing with temporary loss of income (short-time allowance for self-employed persons)."
