The role of further training in periods of digitalization and technological Change : IAB statement for the hearing of the enquete commission I "Digital Transformation of the World of Work in North Rhine-Westphalia" of the State Parliament of North Rhine-Westphalia on 27 September 2019

Abstract

"This IAB statement was prepared for the hearing of the Enquetekommission l "Digital Transformation of the World of Work in North Rhine-Westphalia" of the State Parliament of North Rhine-Westphalia on 27 September 2019. It discusses the (future) role of vocational education and training in times of technological change and digitalization. First, we summarize research results about the changing nature of further training and vocational education in various sectors of the economy. The results show that digitalization has specifically influenced work requirements, the need for further training, and the training participation of different groups of people. Second, we discuss how training and education policies can respond to changes in the labor market. Therefore, we specifically refer to incentives for further training (e.g., training vouchers), the reduction of continuing training costs, inter-company cooperation and the importance of company or personnel councils."
