To cope with current challenges: Promoting occupational training, transforming work for the future and strengthening the unemployment insurance : Expertise of the IAB on the planned public hearing of the Committee on Labor and Social Affairs of the German Bundestag on March 23, 2020
Abstract
"Due to the rapid spread of the corona virus, structural change and emerging (also ecological) transformation processes, Germany is facing challenges of an unprecedented extent. Several legal changes aim to support required adjustments. In its statement, the IAB comments on selected aspects of the following planned legislative changes and proposals from various parliamentary groups:<br> - 'Draft law to promote occupational training during times of structural change and develop training support' of the CDU / CSU and SPD parliamentary Groups<br> - Motion by members of the BÜNDNIS 90 / DIE GRÜNEN parliamentary group to develop the unemployment insurance into an employment insurance<br> - Motions by members of the DIE LINKE parliamentary group: 'Strengthening occupational training - introducing further training allowances', 'Making work in transition fit for the future', 'Strengthening the unemployment insurance - improving unemployment benefits' and 'Strengthening the unemployment insurance - introducing unemployment benefits plus'.<br> The IAB discusses evaluation results and presents its assessment on the subjects covered by the draft law and the proposals. The explanations deal with adjustments for short-time work, the expansion of occupational education and training, the development of the unemployment benefit system as well as further areas. The IAB commented on the occasion of the planned public hearing of the Committee on Labor and Social Affairs of the German Bundestag on March 23, 2020.
